Should be pre-installed but on some devices and carriers it was not.  Here is the link to download the cab file for it.

might be worth mentioning for the people that dont run a english winmo

There is a file called FMRadio.exe.0409.mui after the installation (its in your windows directory and its hidden from the normal view so you need to activate show all in your file explorer. + not sure if its visible under the normal file explorer if its not there after installing the FMRadio.cab dl your fav file explorer and hope that its better)
this file has to be renamed to FMRadio.exe.XXXX.mui depending on the language in your winmo, I found my language id here http://msdn.microsoft.com/en-us/goglobal/cc563921.aspx (the characters you are searching for is under LCID: hex.

for example
0x0409 is for the english language
0x0C0A spanish
0x041D swedish etc etc

propably self explaining but remove the 0x and you have the characters to type in the XXXX field where there is 0409 Cool

so if your language in your mobile is spanish then rename the file to FMRadio.exe.0C0A.mui

this had me pussled for a wee bit of time Cool

I downloaded the radio cab file and installed it on my phone (Verizon HTC TouchPro 2).  The radio app appears to function correctly, except it scans but never finds any stations.  If my headset is not plugged in, I get an error message that says it uses the headset as the antenna, so I think the program itself is working correctly (plug in a headset and the message goes away and the radio app seems to function).  I removed the application, installed the .NET framework, then reinstalled the radio cab, rebooted, it functions correctly, except again - no stations found. 

I live in a suburb of Los Angeles and have tried both at home and at work (downtown LA).  I expect  to find stations at both locations.  The application is stored in main memory, not on my microSD card.

I don't see any place to turn on the radio (like you have to do with WiFi or Bluetooth.  Any suggestions?  Thanks in advance.

Is that because i didnt set the langauge that like Jinxed said. Even tho i'd rather have the prog in english.

I experienced the same issue of not being able to pick up any stations with the headphones plugged in.

This thread (along with having a big app list) addresses the quesiton of a nonrecieving radio, at least on the Sprint version.  Mine's Verizon, and I haven't dug deep enough to know if the limitation will be the same on mine, or if this is the last word on the subject.  Anyway, it's post #15:

that happens to me to when I dont set the correct land code for the radio
so its most likely because you didnt insert your code in there 8P
