You have to call 866-464-8662 and press 3 for new service.  Then say promo code "Windows Mobile"
Valid until August 31, 2009
After August 31, it costs $199

Its the Tmobile version so you would need a 2-year contract with Tmobile.  I dont think you would want a contract with a US carrier.

The reason its so cheap is cause you need a 2 year contract.

Contract you can sign up for if you switch to Tmobile.  Upgrade prices are usually the same.
